OUTLOOK 2002 - HELP !!

Hi

I'm using Outlook 2002 to get my online emails downloaded into.
Problem is, sometimes I can send and sometimes I can't.
Sometimes my emails download in, sometiems they don't.

I've contacted by my email and ISP and phone company and all are denying all
knowledge, each telling me to contact the other.

Grr and help.
