Outlook 2002 - No auto. send/receive on start-up

I seem to be having difficulties with Outlook not checking
for new messages when I first start it up.
Is there some kind of setting to do this?
I have also noticed that I get a server error once in
awhile while sending. But if I try again manually it works.
It seems like when it first starts up, it blinks twice as
though it may be looking for a server but cannot find one.
Like I said, if I click on send/receive manually, I
receive my messages. Any assistance would be greatly
appreciated.

Do you have Outlook set to do an automatic send/receive every XX minutes?
That's the setting that also controls the send/receive at startup.
