Outlook 2002 Reply & Replay All Function Not Clickable.

Hi, can someone help me trouble shoot this issues. Everytime I recieve
an email from someone from the same domain name. I open up the file,
and I can't hit reply, The reply function is not clickable. Seem it
some premission issues. It only happen to one client, but other client,
I don't have this issues. Maybe its some setting on the sender end that
is causing the crash? It doesn't happen to other sender just this one
from the same domain name. But when i close it and reopen it again it
work. ITs soo anonying sometime you can reply and sometime the reply
buttom not work. Anyone know the issues? Is is a sender premission
setting issues or a outlook issues? I"m using outlook 2002 sp3
