Outlook 2002 won't automatically retrieve POP3 mail

We have a user on WIN XP, Outlook 2002. Has to manually select send/receive
to get external email. Outlook checks every 5 minutes, but finds nothing.
Have worked with the ISP, they removed and reinstalled the user profile, we
did the same locally. Also did an Office Repair and Mailbox Repair tool.
Nothing has helped. Any suggestions?
