Outlook 2002 won't send e-mails & can't delete or move emails

I am getting the send receive error 0x8004060C on all my
mail accounts. Mail does not leave my out box and cannot
be deleted.

When I try to move or delete an email I get a messeging
interfase error. Closing & reopening does not help nor
does shutting off & restarting computer.

Ideas?
