Outlook 2003 beta can't find folder

The error message reads: "Cannot start Microsoft Outlook.
Unable to open the Outlook window. The set of folders
could not be opened. The server is not available. Contact
your administrator if this condition persists."

I have uninstalled and reinstalled to no avail. I am,
unfortunately, the admin and I have no clue what to do
next.

What can be done?
