Outlook 2003: Copy Command Missing on Right-Click

In Outlook 2003, when I right click on an email message,
only the move command is available; the copy command is
missing! The only way I can copy an email message to
another folder is to drag it with the right mouse button
and then it comes up as an option. Is there a fix to this
bug?
