Outlook 2003 hangs on exit

This is a repost from another group that did not get a response. Hopefully
I'll have better luck here.

I have searched high and low for a solution to this problem. I have found
plenty of others that share the problem and tried the suggested fixes but
nothing has worked to this point. Here is the scenario:

Windows XP Pro (all updates applied), Office 2003 Basic, Access and
Powerpoint XP, Chapura Pocketmirror Standard for Palm Pilot Synch (latest
version for compatibility with OL 2003), Symantec Antivirus Enterprise
connected to SBS 2000 running SAV Enterprise with Exchange support. Outlook
2003 is running in cached Exchange mode. In addition, the client will
occasionally connect to the terminal server on the SBS and access his
mailbox using Outlook 2000. When he exits OL 2003 the icon remains in the
system tray and Outlook cannot be started again without first ending the
process of the previous instance of Outlook. Double-clicking on the icon in
the system tray displays a message saying the Exchange Server is
unavailable. There is another computer in the office with the exact same
setup that is not having this problem. It may not be running in cached
exchange mode however.

This is what I have done so far without success:

1. Run Outlook with /cleanfreebusy and /cleanviews (both separately and
together). I ran /cleanfreebusy on the Outlook 2000 client. By the way,
what does the /recycle switch do - it seems to be the default when Outlook
is installed.
2. Disabled Outlook Add-Ins. The only third-party add-in is the Chapura
Settings, which I have used at another client with SBS 2003 with no
problems.
3. Installed the Exchange 2000 Post SP3 security rollup.
4. Checked the Symantec Antivirus client to make sure it wasn't running
Exchange integration (it wasn't).
5. Disabled the NAV for Microsoft Exchange service on the server.
6. Disabled all startup programs and non-Microsoft services on the client
machine.
7. Login as a different user on the client machine and connect to a
different mailbox - same problem.
8. Setup a separate profile using only POP3 (not exchange). Outlook exited
without a problem.
9. Tried to create a new Exchange profile. As soon as I hit Check Name it
hung and WMS Idle was not responding. This may or may not be part of the
same problem.
10. Turned off Word as the email editor and changed the mail format to
Plain Text. No luck there either.

Has anybody out there found a solution to this problem? Any help would be
greatly appreciated.
