Outlook 2003: hyperlinks always open in new window

Clicking on hyperlinks within email messages in Outlook 2003 causes a
new browser window to be created every time. I have Explorer preferences
set to "reuse windows for launching shortcuts" -- why isn't Outlook
honoring that setting, and how can I get it to do so?
