Outlook 2003 mail going to junk email

I have a user who is working in exchange cached mode so
that she can apply junk email filters. Right now most of
the email from our domain goes into junk. The treat all
contacts as safe box is checked. She then added the
domain to the safe domain list. she even added the
individual names to the safe list. It still goes into
junk. No we seem to have some duplicate mail in junk and
inbox. She has not been in offline mode. If any one
knows why this could be happening, or best yet how to
reset the filters to their default state so we can start
all over. I don't know if it is a software glitch or
user error. But she has tried so many things it's all
spliced up. It did work fine for about two weeks, before
it started moving safe mail to the junk box.
