Outlook 2003 - Menu Bar and "Outlook Read Mail" Bar Swapped When Reading Mail

This is very annoying. Somehow, the "Outlook Read Mail" bar is at the top of
all "Read Mail" windows. I can swap it with the menu bar, but "Outlook Read
Mail" goes back to the top with the next message I read.

Is there a way to fix this and have it stay fixed for a while?
