Outlook 2003 No Send/Receive Button

I have been trying to get my Outlook to provide the send/receive button with
no luck. I have deleted the account information and restructered it 5-6 times
and each time it is testing correctly and is readable on my other computer. I
have even reinstalled Office and added all of the required updates with no
luck. I have even run the scanpst.exe, backed it up and repaired it with not
success. Any suggestions.

Are you viewing your Standard and Advanced Toolbars? View > Toolbars. If so,
perhaps the Send/Receive button is hidden. On the toolbar, click on the down
arrow and scroll to Add or Remove Buttons and add it from there.

If this doesn't work, close Outlook and search for the outcmd.dat file. In
order to see this file you'll have to enable your ability to see hidden files
and folders in Windows Explorer. I also recommend making sure you can see
known file extensions. Once you locate the file, rename it (eg:
outcmd.dat_old). Then open Outlook again to see if this has resolved the
issue.

This assumes of course that you did have a working send/receive button at
some point with this instance of Outlook.

Everything was working until I downloaded all of the required updates an then
it stopped working and there is still not send/receive button even in the
customize area.

I removed Office 2003 and installed a new version of Office 2007 with all of
the required updates with the exact same response, nothing. However I was
able to go to customize and add the send/Receive all button. neither it or F9
downloads the current messages that are on the ISP server. I have tested the
connection and it is received each time and my other PC and Laptop get all of
the test messages. Could this be a windsock issue or another issue with the
pst file. Or something outside of Office stopping the function from working?

What do you have integrated with Outlook? Check your Add Ins and COMS. Also,
if you have antivirus configured to actively scan incoming and outgoing
emails, turn this feature off to see if helps any. It won't compromise your
security since your real time scanner will catch everything it's been updated
for.

Make sure your firewall, if you use one, allows Outlook.

If you ran scanpst against your PST file and it found errors, run it again.
Repeat it as many times as you have to until no further errors are found.
