Outlook 2003 send mail problem

Hi, Im having a problem after upgrading to 2003 that worked fine in Outlook
XP.

We have an exhange server which is set up to send internal mail and each
user has a pop3 account for external mail. Before Outlook would send by POP
first and then would use the exchange server. If people sent mail
internally it got through and if people sent to an extarnal address it got
through then too.

After upgrading you have to specifically choose the account you want to use
to send otherwise the mail will not be sent (it leaves the outbox though)
and because of this you cant send a mail to mixed internal and external
addresses, only one group will get it. You can set the account you use most
commonly to default but its annoying for peole to have to change it all the
time.

I think this must be deliberate but I havent been able to find any fix or
solution online anywhere.
