Outlook 2003 SP2 - Mail Rules Gone CRAZY

I'm not sure if this is an official MSFT site but I need HELP.

Issue: Outlook 2003 is sending my e-mail to the Junk Mail folder.

Email From: POP3 account from ISP - No Exchange Server

Setup: Dell 8400; 2gb mem; 160 Meg HD - XP Pro; Office 2003 Pro; Norton
2006; Ad-Aware; Pest Patrol; Spybot Search & Destroy; registry first-aid,
Paradox 4.0 & 7; PaperPort 8; NetObjects Fusion 8; MSN Mess 7.5

Solutions tried: Have deleted and redone rules; have turned Outlook Junk
Mail filter to the lowest possible level; have turned off ALL other programs;
have defraged, cleaned drive, registry clean,virus scan, spybot scan.

Issue started about 3-4 weeks ago.

Outlook contains 1200+ contacts and the inbox is used to sort documents.
Outlook contains much less than the 2gig limit.

ANY IDEAS????? ANY QUESTIONS????
