Outlook 2003, typing single quote, problem

I have one of our users who is having a weird problem in Outlook 2003.
When they type the single quote ' character, nothing appears in the body of
the message until they type another character or press the space bar.
I have checked all my other users and none of them have this problem.
Outlook 2003 is set to read and send in Plain Text Format, and is not using
either Office Word 2003 to edit or read Rich Test e-mail messages.

This sounds like they have some special keyboard setting that allows them to
enter accented characters. Check Control Panel/Regional and Language
Options/[Language] Tab/[Details...] button.

Just a guess.
