outlook 2003 won't work!

each time I open it it tries to migrate account settings
for some reason....even though I don't have any to migrate.

my only options are to retry, work offline, or cancel.
retry does the same thing and nothing happens. work
offline, and cancel both cause outlook to close.

any ideas how to fix this?

Close outlook. Control panel, Mail applet, create a new profile with your
account settings. Open outlook.
