Outlook 98 won't open

I'm using Outlook 98 on a Windows 98 workstation. I am
reconfiguring the workstation for a different user.
Outlook worked before, but no longer works. The previous
user did have 3rd party software installed, which I
uninstalled. Now when I try to open outlook, it stops
loading and an error message comes up:

outlook caused an invalid page fault in module IDAPI32.DLL

I have tried uninstalling outlook and reinstalling it,
with no luck.
