outlook bad image error

i have outlook 2003.

when starting outlook, i get the following error message:
the application or dll c:\windows\system32\loadperf.dll is not a valid
windows image. please check this against your installation diskette.

tried reinstalling. tried creating a new profile.

how to fix?
