You must create the Mailboxes in the public folder. Then
once created right click for permissions and give whom
ever the appropiate permissions. (Editor/User etc.)

The basic calendar folder under the MAILBOX is a public folder. It does not
have to be listed under the PUBLIC FOLDERS section at the bottom.
