Outlook Deleted Items Don't Stay Deleted

I am running Outlook 2000 stand-alone and I delete a number of emails which
move to the Deleted Items folder. I then go into that folder and
Edit->SelectAll and delete and the messages are all gone. When I start up
Outlook again the deleted messages are back in the Deleted Items folder. If
I delete several groups of messages in one session, only the last group
re-appears. It is almost like recovering deleted messages, but I am not
doing that.
