Outlook 2003 does NOT send and receive asynchronously. It least it doesn't
with MSN HTTP accounts, which is VERY annoying because checking them takes
AGES. And I don't quite know, but for most of the time sending emails via
one account blocks accessig the others. Or maybe it's only in case logging
in doesn't work because as long as everything goes fine OL obviously does
receive from different accounts at the same time. But as soon as there is a
problem with one account (like POP/SMTP rejects passphrase) none of the
other will be accessed.

Uncheck all of your send/receive settings and use the manual method using
Tools->Send/Receive.
