outlook error msg

I keep getting the following error msg when either
sending or receiving email:

Task 'crackerz - Receiving' reported error
(0x8004210A) : 'The operation timed out waiting for a
response from the receiving (POP) server. If you continue
to receive this message, contact your server
administrator or Internet service provider (ISP).'

Spoke to ISP, not their problem. Tried the knowledge
base. Nothing matched this error, deleted account and
profile and started again but still got the error.

tried disabling firewall and virus software but still got
errors. Did a fresh install with just Windows XP and
Office 2003 and disabled XP's own firewall but still got
the error.

system is running just XP and Office at the moment just
to narrow the problems down

Do you have Service Pack 3 installed for Office XP?
