1 Which is the better email programme?
2 If Outlook is better, then how do you migrate without
losing messages? - if Outlook is activated as default
email, does address book and message history automatically
migrate?

You can export your items from Outlook Express, although Outlook (later
versions) will offer to import them for you to save you the trouble.
