outlook filters suddenly stop moving emails to folders

I have some filters that move emails to different folders based on subject
lines and addresses.

They were all working fine, until all of a sudden, none of them were moving
mail to other folders...the mail would come in, be moved from the inbox, but
not show up in the other folders, effectively deleting my mail.

No changes were made by me overtly, so something must have changed
internally (registry, file structure, etc) that prevents proper mail transfer
to other folders.

I have run "office diagnostics" and no issues were found. I also changed one
of the rules to "move a copy, then delete", which seems to work, but Id
rather understand what the issue is before going through all my 50 or so
filters and making some hack change.

any help would be much appreciated.

I have done some additional testing, and found that when I run the rules
MANUALLY (ie "run rules now"), all the rules function properly. However. when
the rules run in automatic mode, they fail to move emails to the proper
folders.
