Outlook has to be closed and reopened to send mail

Would appreciate any help with Outlook 2000. For some
reason, when I try to send an email, the message goes to
the outbox but will not actually send till I close Outlook
then reopen it and click on Send and Receive Mail. I have
Norton anti virus and firewall software installed. What
do I need to do so I can just send an email without having
to close and reopen?
