outlook is not sending my email

I have my pop/smtp setup correctly (mail on another computer goes through).
I have clicked on send immediately when connected in the options menu. yet
the emails just sit in my outbox. when i click send and receive it says it
was successful but the email is still in the outbox and it is not sent. any
help is most appreciated.
