Outlook is rufusing to send my emails. How can I fix this?

Whenever I try to send an email I get this message:

Task '*** - Sending' reported error (0x80042109) : 'Outlook cannot connect
to your outgoing (SMTP) e-mail server. If you continue to receive this
message, contact your server administrator or Internet service provider
(ISP).'

How can I find out who my server administrator or my ISP is? Sorry, this is
probably really basic, but I have no idea! I'm currently trying to work in
Syria and it was working fine until a few days ago. Could this be related to
a poor connection speed?

Any help greatlt appreciated!

You need to contact whoever is providing you with an Internet connection.

If you are currently trying to use a non-Syrian ISP such as your home base
provider, you cannot send throught their server without a valid connection
and authentication.

Who is your provider? Are they based in or service Syrian connections?
Does your employer provide access to the Internet?
