Outlook Live

Please could someone explain how Outlook Live works please? The feature
tour on msn.com isn't working and I don't really understand how it works.

I have a client who wants to be able to check his POP3 mailbox whilst
travelling abroad, from an internet cafe or another computer not his own.

If he had a subscription to Outlook Live, would he be able to do this, or is
Outlook Live something that he needs to install on his own computer?

As far as I know, no catch but I haven't used it in a long time.
