outlook messages not inheriting bullets/numbers style from templat

I'm not certain if this is a Outlook issue, or a Word issue. I only
encounter this problem when creating new email messages using Outlook…

I have edited my NormalEmail.dotm template and I associated it with a custom
Style Set. I have defined a 'bullets' style within the Style Set, and I
associated a new bullet character to the style. (A Wingdings arrow
character). When I create a new document using word, based on the
NormalEmail.dotm template, I observe my 'bullets' style, with the arrow
character, in the Style Set ribbon…as expected. However, when I create a new
message in Outlook using my modified NormalEmail.dotm template, there is no
bullet character in the 'bullets' style.

As a work-around to this problem, I either reassign the bullet character
manually, or, I can use the Change Styles button to Style-Set back to my
custom Style Set.

Any insight into how I can fix this problem would be appreciated. Thank you.

(Running Microsoft Office Ultimate -- Outlook 2007 (12.0.6212.1000) sp1 mso
(12.0.6213.1000) running on Windows Vista sp1).
