outlook no longer sends attachments

does anyone know why all the sudden my
outlook wont send attachments, either as files or zip
files.

when i send, it will say that it is sending 1 of xx files.
and what is received at the other end is an email of
garbage.

i have tried what i believe is everything, even
uninstalling office xp and reinstalling it.

help

Don't use Outlook Rich Text Format when sending to non-Outlook users. Use
Plain Text or HTML instead.
