Outlook not automaticly choosing correct way to send email

Background
We have SBS 2000. Using Outlook 2002.
Internal email via Exchange.
Internet mail via Pop3 account downtown.

Under outlook 2000 on Small Business Server 4.5 this is the way things
worked.

User A receives an email from either user B or from an internet address.
They click "Forward" and type in USER C and (e-mail address removed).
Click send and Both internal user C and internet email address userd@ both
receive a copy of the email. Outlook was smart enough to send internet mail
to the pop3 account and internal mail to the internal account.

Now that we have upgraded to Outlook 2002 and SBS 2000 when we do the same
procedure. Outlook tries to send all email both internal and pop3 using
Exchange and of course the email to the internet address bounces with an
administrator message that it was unable to deliver the message.

The really strange part is that of the 43 machines on this network. All do
the exact same thing except for the workstation I use. Even if I tell it to
use exchange it still correctly sends internet mail using the pop3 default
account.

Any help getting the other machines to work like mine would be appreciated.
