Outlook not including attachment when forwarding an email

Hello everyone, one of my users is having a weird issue that i'm hoping
someone might have some ideas on, i would greatly appreciate it. As the
heading of my question implies, when this user tries to forward an email with
an attachment, outlook is opening the forward email window without the
attachment in it. Almost as if there's is a direct setting telling outlook
to delete the attachment out of an email before forwarding it. There is no
setting i know of that tells outlook to disclude attachments when forwarding.
I'm at my wits end, 6 years in IT i've never seen this issue. I've seen
where the recipient doesn't get it because outlook blocks it (like with a
..exe or .pst file). Anyway i'm hoping someone in here might know what is
causing this. Thank you.

I aplogize, i forgot to add that this is outlook 2003. Also, it's all
emails with attachments, not a paticular one. The user also reports that she
gets no error message.

The user is saying that outlook is doing this with all emails with
attachments, hence attachments of all types (word, excel, pdf, etc.). As far
as AV we use Symantec AV in a server/client scenario. It's not likely SAV is
interferring though. I was hoping there was in fact a setting in outlook i
don't know about that could be causing this. If this is not the case I will
have to start looking outside Outlook for the cause. If you have any other
suggestions i would greatly appreciate them, and thank you for your reply!

Is the user forwarding as attachment or inline? Forwarding as
attachment means the original e-mail becomes an attachment. The
recipient would open that attachment to see the original e-mail within
which is the attachment for the file. If they forward inline, only the
body of the original e-mail is sliced out and inserted into the new
e-mail. Inline forwarding only shows [some of] the original message
without inclusion of any attachments.

Also tell the user that if they forward inline that they are NEVER
providing a copy of the original e-mail being forwarded. This strips
out all the headers so the next recipient never gets to see them for the
original sender. Forwarding as attachment is the only way to give the
next recipient a true copy of the original email. Forwarding as
attachment also eliminates the penchant of many users to edit or trim
the original content that gets inserted into the body of their new email
when forwarding inline and also in inserting inline comments to further
corrupt the original content.

Forwarding inline guarantees that an *edited* version of the original
e-mail gets forwarded. Besides losing attachments, links to external
content also get disabled for security reasons. Forwarding as
attachment delivers the original e-mail to the next recipient.

Also tell your user to NOT use Rich-Text Format (RTF) when composing new
e-mails (all e-mails sent are new, even when forwarding another one
since it get wrapped into a new message).

Some antivirus products interfere with attachments. There were reports,
for example, that attachment would be lost when using McAfee GroupShield
for Exchange. However, you say that only a single user has this problem
whereas interference by an AV product would affect all users (under the
same Exchange server using the same AV product).

What TYPE of file was attached to the original e-mail? It is possible a
user is allowed to receive "bad" attachments, like .exe, but not the
next recipient when forwarding a message. The bad attachment filetype
will still get blocked by the next recipient.
