Outlook - Out of Office Assistant

I am unable to get the Out of Office Assistant item to appear in the Tools menu. I went throught the troubleshooting steps to ensure that Express extensions is checked under Add-ins, but the item still does not appear. What is the problem, & how do I correct it?

Are you using an Exchange account? If not, you cannot use the Out of Office
Assistant and will need to use the Rules Wizard and leave Outlook running
and connected to the Internet.
