Outlook problem

Outlook for XP doesn't work regularly on my machine.
It gives me the "cancell all" dialogue when I KNOW there is email on the pop
server.
On the other hand, sometimes Outlook works!

I have reinstalled Outlook and am out of ideas.

Thunderbird is always able to download the email instantly.

Any advice?
