Outlook Refreshing

I'm not sure exactly how to discribe my issue.

Outlook appears to be refr4eshing the screen constantly from top to bottom
continually non stop. I send and recieve email fine but I am cosntantly
annoyed with the screen seemingly refreshing.

Any idea where to start? I've got some rules created but have disabled them
to see if it would stop... It's driving me craxy.AllTemp

This problem is only in outlook no other office or software program has this issue.

It is difficult to describe btu I'll try again...

When outlook is open with the mail tab open. All the folders to the left
inbox, unread mail, ect. remain normal. Howbver about every 10-15 seconds
from top to bottom it's almost like all the tool bar icons and the open
folder blink and then rapidly has a scrolling effect from top to bottom.
Thsi goes on anytime outlook is open in the mail tab.

Hope thsi helps, it's driving me crazy.
