Outlook secirty pop up

Hi, I am using Outlook 2003 and I have a program that needs to access a
mailbox. When It tries to access the mailbox, the pop up "a program is trying
to access e-mail addresses you have stored in Outlook.....". I followed MS's
public folder resolution and even added a registry entry but I still get the
pop up. How do I turn it off for good?
