How do I customize the Outlook security settings if I am not running
Exchange?

According to MS "You cannot modify the settings if a client is using a
local PST file for a mailbox" WHY not?

If you want to know how to customize the attachment security features, then

If you are looking for a way of customizing the object model lockdowns, then
there is no way to customize it using a pst as a mailbox. When the MVPs
asked, it was said that is was this way because the Exchange folder would
have permissions set so anyone just couldn't arbitrarily change what was
allowed. Anything stored in a local folder/registry could be modified by a
virus/worm on the fly.
