Does anyone happen to know if users can change the
security zone between "Restricted sites" and "Internet".
Could this influence code execution in HTML messages?

Yeah, it's a setting under the Security options. Just go look.

Users should be using the Restricted Sites security zone (and at its
default level of High). This will prevent the execution of scripts.
Click the Customize button when looking at the Restricted Sites security
zone to see what all functions get disabled when using that zone (at its
current security level, which should be High for Restricted Sites).
Note that NO security zone will bar the use of linked images which can
be used as web bugs or beacons.
