Outlook SEND AND RECEIVE Button

When I bring up OUTLOOK the Send and Receive button
disappears. Also, all SEND AND RECEIVE OPTIONS in menu
disappear. And if I go to Mail Setup and click Email
Send and Receive it DOES NOTHING.
