Outlook & Send To option from other applications

I am trying to use the Send To Recipient (as Attachment) option from within
other applications. When I select it, I get an error that states Outlook
cannot be started. Can someone help me troubleshoot this? I've done several
online searches and have not come up with any solutions. I appreciate your
input!
