Outlook Stays on Top

I have OUtlook 2003. When I click on a link to a website in an e-mail
the link opens, but Outlook stays on top and I have to click the icon
in the taskbar (twice) to get the screen with the website page to show
on my monitor.

How can I change this so that the website screen opens on top of the
Outlook screen?
