Outlook -- Student/Teachers Edition

Apparently, I do not have an Out of Office Assistant in
my Tools menu and must instead create a new rule... Am I
missing anything here?

Out of office assistant is for exchange server mailboxes only. if you don't
use exchange you need to use rules.
