Outlook Toolbar Problems

I've been having problems with disappearing Outlook toolbars such as
the Norton Anti-Virus and Google Outlook Search. I renamed the
outcmd.dat file and that fixed everything, but the next time I started
Outlook, the toolbars disappeared again. I renamed outcmd.dat again,
fixed it, but the problem came up again when Outlook was next opened.
I am running Business Contact Mgr and Outlook Backups. Could these be
the source of the problem? Any suggested fixes?
