Toolbars in messages, Outlook 2003

It can best be explained with this screenshot:

I want the "desired" layout in the picture.

I've tried the following that I found from an old usenet post:

"try renaming your
outcmd.dat file to outcmd.old while Outlook is closed. Outlook will
rebuild
the default toolbars the next time you open it. If your changes to the
toolbars "stick" after doing this, then you know it was the outcmd.dat
file
causing the problem. Make sure to make a backup of the new outcmd.dat
file
so you can restore it if you ever run into the same problem again.
Outcmd.dat does not control 3rd party toolbars, so those may misbehave
no
matter what you do."

This did not work, every time I create a new message my toolbars still
revert back to the default. any idea on how I can attain the desired
layout I posted above? Thanks

No third-party toolbars are installed - that quote was a general
workaround I found on my search for a possible solution, I suppose the
mention of third-party apps was placed in his response in case the OP
had something of the sort installed. The provided screenshot contains
all icons embedded in the toolbar.
