Outlook will not create new email when Winword.exe process is running

Having trouble creating a new email in Outlook 2003 when WinWord.exe is running in the processes tab of Task manager. the program is not running in Applications and the only way to solve the issue is to manually end the WinWord process and then create the email. Anybody run into this?
