Outlook will not Synchronize offline

I am having a problem with Outlook 2000.

When the Laptop in connected to the network, I can see
all the messages on the server fine.

When the laptop is disconnected from the network, all I
can see are some of the messages, even tho Oulook has
synchronized with the server.

I have tried renaming the .ost file to .old, and
recareating the .ost file.

Anyone know what could be causing this problem?
