Outlook Won't Open - Error: Can't load MSOE.DLL

Did some auto-file cleaning and fixing; now my Outlook won't open (see above error msg.) Can I DL missing .DLL file in an Outlook update??? TIA! Smoothie's spinnin' and grinnin'!
