Outlook XP do not deliver before

I am using Outlook XP in an Exchange environment - mixed mode (Exchange 5.5 and 2000) and have tried to use the do not delivery before function. The email is sent after the specified time, but it is not received by the recipient. No NDR is received either. Cannot find out what black hole these emails end up in. Any help would be appreciated. Also, these emails are being sent internally to recipients on a company global address list.
