If you are seeing an error message like that it could be a problem in your
network delaying the communications with your server, or it could be a
server issue. However, I would try creating a new Outlook profile, as
mentioned in this article...

... and then giving your help desk a call. The "RPC Delay" as we call it
can be caused by a great number of things, but most often is a networking
thing.
