Outlook

When trying to start outlook i get the message outlook
could not start because the msoe.dll could not be
initialised.

Anyone any Ideas

ALso in outlook 2002, will not let me connect to the pop3
server,

agin anyone any ideas, i think the 2 errors are connected
but not sure.
